Key takeaways
- A refusal is not a ban. In most cases you can reapply, but only if you fix what the officer was concerned about.
- There is no appeal for a visitor visa refusal; the legal route is judicial review at the Federal Court, with strict deadlines.
- Read the officer's reasons before you do anything else.
- Reapplying with the same documents usually produces the same result.
The most common refusal reasons
- Officer's concern: Not satisfied you will leave Canada at the end of your stay; What it usually means: Your ties to home looked weak; How to address it: Show employment, property, family responsibilities, ongoing studies or business
- Officer's concern: Purpose of visit not consistent with a temporary stay; What it usually means: Your plan was unclear or did not match your situation; How to address it: Give a clear itinerary and invitation details that fit your profile
- Officer's concern: Financial situation; What it usually means: Funds looked insufficient or unexplained; How to address it: Provide bank statements with history, plus income sources; explain large deposits
- Officer's concern: Travel history; What it usually means: Little or no international travel; How to address it: Not fatal on its own; strengthen the other factors
- Officer's concern: Family ties in Canada; What it usually means: Close family in Canada and fewer ties at home; How to address it: Show what brings you back home
IRCC includes officer decision notes with many relevant refusals, but there are exceptions. If further notes are needed, check the access-to-information process and eligibility. Waiting for notes does not extend a court deadline.
Step 2: Decide between reapplying and judicial review
- Reapply when you can show new or better evidence that addresses the officer's concerns. There is no mandatory waiting period, but there should be a real change.
- Judicial review requires an application for leave. The ordinary statutory deadline is 15 days for a matter arising in Canada or 60 days for one arising outside Canada, measured after notification or becoming aware of the matter, subject to legal exceptions. Contact a lawyer promptly; do not calculate the deadline only from the letter's date or wait for notes. Consultants cannot represent you in Federal Court.
Step 3: Rebuild the application. Write a clear letter explaining your purpose and plans, connect every document to that story, and do not hide or change anything from your earlier application. Inconsistency between applications is itself a red flag.
Visiting parents or grandparents? A super visa allows longer stays and has separate requirements, including qualifying private health insurance from a Canadian insurer or an approved foreign insurer, and host-income requirements.

How soon can I reapply after a refusal? You can reapply at any time, but reapply only when you can address the refusal reasons.
Will a refusal affect future applications? You must disclose past refusals. A refusal on its own does not bar you, but misrepresentation can lead to a five-year ban.
