Key takeaways

  • IRCC plans to issue up to 408,000 study permits in 2026: 155,000 for new students and 253,000 extensions.
  • Most college and undergraduate applicants still need a Provincial or Territorial Attestation Letter (PAL/TAL).
  • Since January 1, 2026, master's and doctoral students at public institutions do not need a PAL/TAL.
  • IRCC will accept up to 309,670 PAL/TAL-required applications in 2026, more than the 180,000 permits it expects to issue, to allow for refusals.

How the 408,000 permits are divided

  • Student group: PAL/TAL-required (most college and undergraduate); Expected 2026 permits: 180,000
  • Student group: Kindergarten to grade 12; Expected 2026 permits: 115,000
  • Student group: Other PAL/TAL-exempt applicants; Expected 2026 permits: 64,000
  • Student group: Master's and PhD at public institutions; Expected 2026 permits: 49,000

What is a PAL/TAL? It is a letter from the province or territory confirming your spot counts within its share of the national cap. Your school arranges it after you accept an offer. No PAL, no complete application, unless you are exempt.

Exemptions include degree-granting master's and doctoral programs at public DLIs from January 1, 2026, K–12 study and certain other situations. Use IRCC's full checklist. Quebec may still require a CAQ even where a PAL/TAL exemption applies.

Rules that catch students out

  • Changing schools. Most students who want to change institutions now need a new study permit first.
  • Spouse work permits: qualifying master's, doctoral, professional-degree and other specifically eligible programs have different conditions. A college diploma alone does not establish your spouse's eligibility.
  • Post-graduation work permits have separate school, program and applicant requirements. Check your exact program and intake date before paying a deposit; being at a DLI is not enough on its own.
  • Paid immigration advice must come from an authorized representative in good standing: a properly licensed consultant, Canadian lawyer, Quebec notary or authorized Ontario paralegal, within their permitted scope. School recruitment alone does not authorize immigration advice.

Choose a program that fits your education, finances and genuine study plans. A PAL exemption does not itself approve a study permit, spouse work permit or future PGWP.

FAQ

Does every master's student avoid a PAL? The exemption is for a degree-granting master's program at a public DLI. Check your school, program and any Quebec requirements.

How many study permits will Canada issue in 2026? Up to 408,000, including 155,000 for new arrivals.

Can my spouse work while I study? Check the program-specific conditions and evidence on IRCC's student-spouse work-permit page before making family plans.
